The Organisation
The Government of Québec operates twenty eight representations worldwide with eight offices in the United States in the following cities: New York, Boston, Chicago, Atlanta, Los Angeles, Silicon Valley, Houston and Washington.
Québec has maintained an office in Boston since 1970, recognizing its importance as a neighbour and partner region. The Québec Government Office, based in Boston, represents Québec’s interests throughout New England.
Its mandate is to develop and provide support for economic, cultural, educational, political and institutional exchanges with the states of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont.
Summary of Duties
The Public Affairs Attaché contributes to the promotion of Québec’s interests in the New England states in a variety of sectors including, but not limited to climate change, energy, environment, transportation and trade policies.
The attaché:
Monitors and analyzes legislative and/or regulatory developments pertaining to Québec’s interests
Monitors and analyzes political and economic developments in the New-England states
Writes reports, briefing notes, and speeches
Develops key contacts in State legislatures and Administrations, think tanks, interests groups, and associations
Collaborates with Québec partners such as associations and government representatives on activity planning and public policy analysis
Organizes public diplomacy events and governmental meetings
Contributes to the promotion of Québec artists in New England and their access to the regional cultural market and supports the organization of visits of New England artistic producers to Québec
Essential requirements
Education: University degree (minimum B.A., Master’s an asset), in a relevant field (ex. political science, international relations, law, public policy, environment and energy policies, cultural management)
Languages: Fluency in English and French
Experience: Two years minimum of relevant experience
Other requirements
Excellent oral and written communication skills
Solid understanding of the State’s legislative process and how the legislatures interact with key departments and agencies of the executive branch
Good understanding of Québec’s relations with the US in general, and with the New England states more specifically (political, historical and economic underpinnings of the relationship)
Knowledge of Québec society, the Québec Government and its policies
Ability to condense complicated regulatory or legislative language into concise form for written or oral presentation to Québec officials
Ability to multi-task, prioritize, work under pressure and with strict deadlines
Commitment to work effectively in a team environment and independently
Ability to cope well with shifting priorities and change
Interest for the Arts
Conditions of employment:
• All candidates are required to show proof of legal status to live and work in the U.S. (US citizens or green card only)
• Maintenance of a valid driver’s license throughout employment period
• Availability and willingness to work extended hours and to travel in New England
