On August 22-23, 2018, the 7th Annual Oregon Coastal Caucus Economic Summit took place in Lincoln City, OR. On this occasion, the Québec Government Representative in Los Angeles, Elizabeth MacKay, was invited to participate in a panel on the reduction of greenhouse gas emissions (GHG) and the resulting impacts and opportunities in rural communities.

This seventh economic summit organized by the members of the Oregon State Legislature Coastal Caucus attracted no less than 700 people and brought together many elected officials from Oregon, as well as several key players from the public and private sectors. This year's event aimed to discuss two important issues for Oregon: greenhouse gas emissions and student success in education.
The Québec Delegate Elizabeth Mackay was invited to take part in a panel on that first issue and to share Québec’s experience with the carbon market. She therefore spoke about the necessary consultation process that took place before the introduction of the carbon market, as well as the positive impact it had. The current strength of the Québec economy and the various opportunities stemming from the revenues of the carbon market were mentioned.
The Delegate's participation to this event was an opportunity to share and showcase the know-how acquired by Québec following the introduction of the carbon market.
