On January 15th, the Québec Government’s Western U.S. Head of Mission, Alain Houde, discussed the Quebec’s cap-and-trade program and the upcoming carbon market linkage between Québec and California at a conference on pricing carbon at UC Davis. The event was organized by the Australian Department of Foreign Affairs and Trade and the UC Davis Policy Institute for Energy, Environment and the Economy.
The conference was successful at bringing over 150 members from the academic, business, and policy-making communities together for a meaningful discussion on a variety of issues related to the topic of carbon pricing.
Québec's leadership in the fight against climate change has been stressed several times during the conference, and the actions of Quebec on this issue has raised many questions from the participants.
Last December, the Quebec Government adopted the Regulation Amending the Regulation respecting a cap-and-trade system for greenhouse gas emission (GHG) allowances. The adoption of this amendment now makes it possible to link the Québec and California systems.
